WORKING LUNCHEON

 

OF THE MINISTERS OF THE TROPICAL RAINFOREST COUNTRIES
(FOREST ELEVEN/F-11)

Opening
 
  1. Welcome the distinguished Ministers, Head of Delegations and Representatives from tropical rainforest countries to the working luncheon.


     
  2. Welcome the new members of the Forest Eleven Cooperation Framework: Guyana, Suriname and Guatemala and express a confidence that these countries’ participation within the cooperation framework will further strengthen the modalities of F-11.


     
  3. Explain the purposes of the working luncheon:
  • Handover of Chairmanship
     
  • Exchange of Views on issues of pertinent importance

Chairmanship Handover
 
As Indonesia’s tenure of F-11 chairmanship is about to conclude, express the highest appreciation for the collaboration extended by all participating countries, especially cooperation in implementing the already agreed Program of Work 2010 - 2011.
 
In this regard, express an appreciation for the participating countries’ support and participation in events hosted by Indonesia such as the Ministerial Meeting of F-11 in the margin of the 11th Governing Council/Global Ministerial Environmental Forum of UNEP in 2010 and a workshop on social forestry and its role in climate change mitigation and adaptation held in Indonesia, 6-10 June 2011
 
Notes:
 
  1. Based on the recommendation by the Technical Expert Group Meeting (TEGM), the Program of Work of F-11 outlined projects to be completed in two years (2010-2011) should include: F-11 future meeting schedule and the implementation of concrete projects of F-11.


     
  2. As regard to projects of F-11 countries, the TEGM has proposed that the F-11’s potential areas of cooperation could include: research and development; capacity building; public transportation; protected areas management by local communities; financing for forestry issues including protected areas management; ecotourism; environmental education; environmental services; and the use of remote sensing for monitoring deforestation and forest degradation.


     
  3. As all participating countries have agreed to maintain ownership by adopting the modality that requires the chairmanship of F-11 to be rotated every two years, extend an appreciation for the Government of Costa Rica for its willingness to assume chairmanship of F-11 of the period of 2012 – 2013.


     
  4. Invite the Minister of Foreign Affairs of Costa Rica, His Excellency Dr. Enrique Castillo to deliver his remarks


     
  5. Appreciate HE Castillo for his remarks and congratulate Costa Rica for assuming chairmanship of Forest 11. Express fervent hope that under the able chairmanship of Costa Rica, F-11 Partnership will be strengthened and contribute to the promotion of sustainable forest management.
 
 
Exchange of Views
 
  • Referring to the leaders’ vision in the  “Joint Statement of Tropical Rainforest Countries’ Leaders” to promote sustainable forest management as part and parcel to achieve sustainable development and eradicate poverty, invite the participating countries to intensify collaboration in, among others, increasing research and development capacity, public participation and community-based management, innovative financing for sustainable forest management and transfer of environment-friendly technologies.

     
  • Express the view on the need to raise the profile of F-11 so that the cooperation framework resonates in the international community. In this regard propose to convene a joint press statement concerning F-11 Partnership similar like the one F-11 organized in Copenhagen in 2010. In this regard, propose to conduct F-11 joint press statement at the next forest relevant meeting.

The forthcoming forest related meeting this year:
 
  • the 10th COP to the United Nations Convention to Combat Desertification in Changwon, Korea, 10-21 October 2010


     
  • the 17th COP of the UNFCCC in Durban, 28 November – 9 December 2011


     
  • Propose to the distinguished Ministers and Head of Delegations to task the F-11 countries’ experts in New York to flesh out the idea of further promoting the cooperation among countries of F-11 and increasing the F-11 profile in many international fora.


     
  • Invite the distinguished Ministers and Head of Delegations to share the views

  • Appreciate excellencies ministers and distinguished representatives for their valuable interventions as well as endorsement of Costa Rica’s chairmanship for 2011-2013
 
  • Appreciate the participating countries’ commitment to move forward the cooperation within the F-11 Framework and in other multilateral fora
 
  • Express hope that the strengthened cooperation of all stakeholders will in due time translate into reality the vision of our Leaders of a world in which sustainable forest management is universally practiced.
