Statement by
Mr. Chairman, My delegation wishes to take this opportunity to express our appreciation to the Secretary-General for his reports on the draft provisional rules of procedures for the World Summit on Sustainable Development and the involvement of NGOs and other major groups in the preparatory process. We would also like to express our gratitude to Ms. Disano for presenting the reports. My delegation also wishes to associate itself with the statement of the distinguished Ambassador of Iran in his capacity as chairman of the 0 77 and China. Mr. Chairman, With regard to the effective contributions from, and the active participation of all major groups at all stages of the preparatory process stipulated in GA Resolution 55/199, my delegation considers it important for the Commission to decide on arrangements for their accreditation and participation in the preparatory processes and in the Summit. The CSD practices and rules of procedures which were applied in the United Nations Conference on Environment arid ~DeveIopment in Rio in 1992, should be taken into account. The specific modalities of the future meetings of the preparatory committee should also be decided during this meeting taking into account paragraph 17 of the GA resolution 55/199. In this connection, my delegation is of the view that the first substantive preparatory meeting in January 2002 should be able to produce a draft outcome on accomplishments and lessons learned in the implementation of Agenda 21. The draft outcome should identify constraints and propose measures to be undertaken to ensure the full implementation of Agenda 21 taking into account the results of the preparatory work at the national, subregional and regional levels. The second substantive preparatory meeting should be able to continue negotiations to seek consensus taking into account new inputs from relevant international organizations and meetings. This meeting should also decide on the organizational work of the final preparatory meeting at the ministerial level. My delegation also underlines the importance that the final preparatory meeting should be able to conclude negotiations on a draft document that is concise, visionary and action-oriented so as to reinvigorate at the highest level, the global commitment to partnership. It should also be able to ensure concrete action to enhance the implementation of Agenda 21 and other relevant outcomes of UNCED at all levels. Furthermore, this meeting should also decide on the tentative organization of work of the summit, taking into account the past practices of the United Nations’ summits. Mr. Chairman. The active involvement and the support pledged by the international community and relevant international organizations to the preparatory process as well as the Summit are of crucial importance. The work by the Secretariat in close collaboration with UNEP, UNDP, the regional commissions, the secretariat of the environment conventions and other relevant organizations, agencies and programmes within and outside the United Nations system, including international and regional financial institutions and the GEF, should be encouraged in a coordinated and mz1ually reinforcing way. In this regard, my delegation wishes to take the opportunity to extend our appreciation to the UN resident coordinator in indonesia for his support of the work of the national preparatory committee. My delegation also welcomes and supports the initiatives undertaken by the Secretariat of the preparatory committee in organizing a number of regional round-tables involving relevant stakeholders. In this regard, I wish to express our interest in hosting a business forum in collaboration with the Secretariat with support from donor countries in the beginning of September this year. The nrganization of the forum was aimed at collecting inputs from the private sectors covering both multinational companies and small and medium scale enterprises on rsues pertaining to the implementation of sustainable development programme. These inputs will be brought to the intergovernmental meeting at the regional and global levels for their further consideration. Before concluding, my delegation wishes to reiterate the need to ensure that all inputs to the process leading up to the World Summit on Sustainable Development should be fed into the preparatory processes at the regional and global levels. Finally, my delegation stands ready to participate in the future work of the preparatory commit. in close collaboration with all delegation under the guidance of the Chairman and the Bureau.
