PRESENTATION BY INDONESIA ON

PREPARATORY WORK BY HOST GOVERNMENT

OF THE THIRD SUBSTANTIVE (MINISTERIAL) PREPARATORY SESSION,


Mr. Chairman,
Distinguished Delegates,
Ladies and Gentlemen,

On behalf on my delegation, allow me to make a brief presentation to you on the preparations being undertaken by Indonesia in its capacity as the host of the final PrepCom at the Ministerial Level which will be held from 27 May to 7 June 2002 in the lead up to the World Summit on Sustainable Development in Johannesburg, September 2002.

Last year, in resolution no. AIResI55I199 the General Assembly decided to hold the final preparatory session at ministerial level in Indonesia. As the last PrepCom before the World Summit for finalizing An-action-oriented document for further consideration and adoption at Johannesburg it represents a critical step in assuring the success for the whole process culminating in Johannesburg. In the words of Resolution 55/199, describes that "The Third and Final Substantive preparatory session shall prepare a concise and focused document that should emphasize the need for a global partnership to achieve the objective of sustainable development, recon firmed the need for an integrated and strategically focused approach to the implementation of Agenda 21, and address the main challenges and opportunities faced by the international community in this regard.

In facing this responsibility, Mr. Chairman, Indonesia has already embarked on its preparations as host of this particularly important meeting and will spare no effort to make it a success.

Mr. Chairman,

Indonesia has established a National Organizing Committee (NOC) to begin the preparations for hosting the meeting.The Committee is co-chaired by The State Minister for Environment and Minister for Foreign Affairs. The NOC membership comprises representatives of all relevant public and private agencies as well as civil society. As a reflection of the government’s strong commitment to the success of the third substantive PrepCom meeting, a Presidential Decree on the establishment of such Committee will be issued in due course.

As to national preparation and national assessment in the preparatory process, my delegation already informed the meeting during the deliberation of agenda item 3 yesterday. These preparations are also conducted under the auspices of the Chairpersons of the National Committee. Therefore, for today, I will concentrate more on Indonesia’s preliminary logistic preparations as host country for the Third Substantive PrepCom Meeting to be held in 2002.

Ladies and Gentlemen,

First, I would like to start my presentation on the date and venue of the session. As I mentioned earlier, my delegation proposes to hold the meeting from 27 May to 7 June 2002. We would like to invite your consideration on this proposed date.

With regard to the venue, after a thorough discussion with all parties concerned and took into consideration the offer of Bali and Jakarta, the National Committee come to a decision to have BALI as host city for the Ministerial-Level PrepCom. This decision is subject to the approval of the Cabinet.

The Meeting will be held in BALI INTERNATIONAL CONVENTION CENTRE which is located in Nusa Dua Beach, South of Bali. This center is well equipped with:

-        A- 2,500 seat Plenary Hall;

-        An auditorium seating 560;

-        8 function rooms , provide meeting space totaling 3,490 square meters;

-          integrated satelitte, telephone facilities and media system.

-        other facilities for an international conference.

I have no doubt that these facilities will cater the need of the meeting.

Second, Let me now touch upon the accommodation and transport arrangement for delegates. The National Committee will explore possible means of assisting delegates in arranging for accommodation and transport. For this purpose, a reservation center will be created under the National Committee so as to facilitate delegates in finding comfortable and affordable accommodation

The Committee is also considering the provision of transportation for Mintsters on a collective basis and will facilitate delegations and other participants to find easy transportation from Airport-Hotel-Meeting Venue and vice versa. A number of hotels were located close to Bali International Covention Center and therefore the delegates might not need any transportation to reach the meeting venue from their respective hotels.

With such a well equipped facilities, accordingly, facilities for NGO’s and press will also be available within the center’s compound.

Lastly, to give a better information on the preparation, my delegation prepares a separate Note about the meeting facilities and other necessary informations to go to Indonesia for delegates. Any further development of the preparation will be communicated through CSD Secretariat.

I do believe that your full participation in the process, including your attendance in Bali’s meeting, will significantly contribute to the success of the whole way to Johannesburg. Look forward to seeing you in Bali.
