Good afternoon!

I think you may be aware that Security Council just had heard the briefing by the Assistant of the Secretary General on the situation in Somalia. And following this briefing the Security Council Members have asked me to orally present some of their thoughts which following the discussion that just we had.

The Council Member had expressed strong concern about the deteriorating political, security and humanitarian situation in Somalia;

They call on all Somali stake holders to renounce violence and engage in an all-inclusive peace process;

The Members of the Security Council also expressed support for the efforts of the Special Representative of the Secretary General, Mr. Ahmedou Ould Abdallah, to promote dialogue, consultation and reconciliation;

The Members of the Council also expressed support for the transitional federation institution to implement the transitional federal charter and the conclusion of the National Reconciliation Congress;

Members of the Council also following the briefing during briefing expressed for AMISON and recognized the need for greater financial, logistical and technical support to it;

Members of the Council also underline the need to continue to actively develp cintigency plans for possible deployment of a UN peacekeeping force as part of enhanced UN integrated strategy in Somalia;

And finally, the Members of the Council underline the need for enhanced international assistance to address the worsening humanitarian situation in Somalia.

Those are the sentiments and the thoughts that the Council Members have asked me to convey orally to you.

Q-A:

Q: I would like to ask you concerning the Council urging the Secretary General continue to asses peace keeping, possible peace keeping operation. In last report it says the situation there is there dangerous even to send assessment mission. Is the Council now saying nevertheless send the assessment even despite what they consider be a threat to them.

A: Well, from what I have just now said, the sentiment is quite clear within the Council that there is an urgent need to follow through and to think through the preparation of the contingency plan on Somalia in integrated way and that is the way, the sense within the Council is. Of course the sentiment and the thought expressed by the Under Secretary had been duly noted. But the Council members do feel that there is urgent need to actively consider that metter.

Q: Mr. Ambassador, is there any decision by the Council to take this, to trying get a better sense of a way the contingency plan, how long is going to drag on for.

A: Well, there was a thought expressed during the Council deliberation today for a more, well for communication between the Council members and the Secretariat in an integrated way to see where we are in this contingency planning. But here what we meant not only contingency planning vis a vis possible UN force, but also integrated in the sense how the UN response to the humanitarian situation and political situation. Therefore the thought was expressed of having some kind of at least at this time expert level of communication of the Secretariat, meaning here the DPA, DPKO as well UNOCHA to see where we are to ensure that all that can be done has been done in term of the preparation of the contingency plan. What is absolutely clear I think within the Council today’s deliberation is that there is a clear recognition that this is an issue that requires continued attention the wish of the Council members I think is quite clear in wanting to dismiss the notion that the Council is putting enough attention on this issue but on the contrary there is a recognition that this is an issue that deserves attention and the kind of thought that was identified just now.

Q: But again, what you will be taking this up again. I mean is this going to drive another three months, another six months or will be taken, you know, soon again.

A: Well, we are conscious of this time line of element or concern. But this morning, I just can describe this morning we had the briefing by the Assistant Secretary General, following that briefing I have that thoughts I kind identified, has been identified, had been presented to you and I think as the result of that there is even grater clarity on the recognition that the Council needs to take this forward. And we’ll take this once at the time, mindful however of the urgency of the situation. And again I must emphasized that the Council Members were quite clear in wanting to reinforce that this is an issue that receiving the Council attention and recognizing the gravity of the situation.

Q: What is the reaction of the Council Members concerning the allegation that the children troop were involved in attacking against civilians. And generally speaking there has been a sense that Ethiopian troops set the time table to withdrawal to help ease the tension in Somalia?

A: That particular issues was not discussed fully in the deliberation today but I am sure you will be welcome to ask the delegation in to that question. But as President I can not go into that detail.

Q: …What do you think the main part of the holding out the diplomacy, is it the matter of funding and support of logistic from non African countries or…

Ambassador: On Darfur?

J: No, no, the AI force..

Ambassador: Amison, Amison, yes!

J: On Somalia, is it the matter of the countries contributing should be going? Or what should be…..

A: Well, today’s briefing was not from the DPKO of course, it’s from the Secretary General on Somalia and we did not into details about the technical situation faced by the Amison. But having said that there was general recognition of support that has been recognized by the UN Security Council which deserves the proper logistical support. And what kind of the logistical support and other forms of support required is one that we have to identify in a more technical question. But certainly in term of the political recognition that need to support is the one that absolutely clear during today discussion and hence the sentiment that I had identified just now is recognition to the need of support and to provide the necessary logistical and financial while we go.

Q: The Secretary general report made this reference that there is to much dangerous that there is a coalition of the willing. Is there any member of the Council..is that (not clear).

A: The term, that’s come up in the discussion that notion of the coalition of the willing. But to my recollection there was no identification who was be such, who would be in such a coalition of the willing, but rather the focus was more first, landing support to Amsion, and second, for the Secretariat to apply themselves to drawing up this contingency plan which I have said before it is not the one has to do with possible UN peace keeping force, but integrated in term of humanitarian and political situation as well.

Q: When will be the further consultation on Somalia during your presidency.

A: Not at this time. As I recalled it’s not in the tentative schedule, but following today’s discussion the President would be guided by the Council Members how we would proceed next.

Q: How is about political dispute among the transitional federal institution themselves. I mean you were speaking about the UN Force there, but how about the effort to reach out political among….

A: Absolutely. Like I just now presented, the likely progress vis a vis to political reconciliation efforts which this one has been the concern of the Council Members and there was renewed call, renewed wish on the part of the Council Members for all parties concerned to redouble their effort to find political solution and that is absolutely clear that there is political threat and also the security threat and of course the humanitarian aspect as well.

A: ..can not be addressed by the Security Council in their capacity. Do you think there is lack of attention to Somalia than other part of Africa?

A: Well, as I said before, we are keen to dismiss that impression if there is such a perception. On the contrary I think the Council is trying the best to devout necessary attention to all various situation. The fact that we had the briefing this morning I think a testimony to that. And that how we feel as Indonesia. But it is not a conflict that by no means straight forward, but that is what the Council is all about. Thank you sir!
