Transcript of the Statement of the President of the Security
Council Good Afternoon! I’ve been asked by the members of the Security Council to make an oral pre statement on their behalf along this line. 1. Members of the Security Council have had a briefing
from Roed-Larsen, Special Envoy of the Secretary General on the implementation
of the Resolution 1559 and welcome the semi annual report on the implementation
of the resolution 1559 of 2004. That’s the statement that I have been asked to convey to you all on behalf of the Council members. Q-A: Q: Does Indonesia, in your national capacity believe that the constitution of Pakistan, the emergency rule declared should be the subject to the Council to consider, to consider any sort of consensus to….(unaudiable) Ambassador: As Indonesia? Q: Yes! A: Well, as Indonesia, we are all following very closely in the friendly country of Pakistan, but it is not just at this juncture to circulate or to discuss in any forum but the forum that available one and that is the national forum in Pakistan itself. So it’s a subject of matter that we are looking at but it’s not to our knowledge that something to be brought to Security Council. Q: The violation of the Israeli to Lebanese, especially that your country is involved in the Unifel battalion itself? A: Well, I national position has been made clear on many occasion including to the Middle East including development in Lebanon I think the point that doesn’t have to be repeated. But at this juncture I feel I wish to underline and of course the point that members of the Security Council asked me to convey to you and the President of the Security Council. Q: Mr. President, did you discuss with the Ambassadors the option if the Lebanese fail to elect their own president at the end of this month. What will be the next step the Security Council will take? A: Well, during…you could imagine the discussion of this type required …and thorough discussion by the Council members and the outcome that I had read just right now, oral outcome statement is one that has benefited from very rich exchanges and I think I wouldn’t go beyond that. Thank you. Q: ….warn that most of initial names withdrawn from Lebanon in few months time unless there is consensus reached on the election. What is your position about that? A: No, we are at the such a delicate state and if we.….and one that we wish to emphesize and I think it’s not helpful to hypothize and to make predictions and speculations ahead. This is a time for…and this is as Indonesia again, it is a time to be very deliberate and very well collaborated in our sole process and I think in our discussion in the Council today, now is again, as the President, reflects the sense of responsibility and the sense of care that need be excercized along that statement that I just gave now, orally presented. Q: There was today in the Lebanese press on the large military drill by Hizbullah South of the Litani River. Is that discussed at the Council or any body…? A: The Council today limited its discussion to the report of 1559 report both provided in written form by the Secretary General and also further eliminated, further enhanced by Mr. Larsen. Q: Ambassador, did you discuss the armament of Hizbullah? Ambassador: I beg pardon? The armament, the Hisbullah armament! A: Well, the report is quite a comprehensive one. The 1559 report is a very comprehensive one and it touches its various aspects and elements and as I said before the Council had a very thorough discussion and I wouldn’t go into details about what were discussed and what and all that. But the thought, the elements that I highlighted just now is an outcome of a very thorough consideration of the Council. Q: Mr. Ambassador, …does any member has consideration on Darfur. Will you do that? A: Well, the convenience of an emergency debate by the Council goes though certain procedures and of course as the President of the Council we are to be guided by the Council members and will facilitate what ever the wish of the Council members in accordance with the normal procedure. To our knowledge, I am not….to such a request right now but will take upon its time. Q: Mr. Ambassador, did you discuss the letter presented by Iran, to you as the president of the Security Council? A: Today’s discussion was strictly to 1559 the report of the Secretary General and the briefing by Mr. Larsen. Q: The letter……(unaudiable) A: The letter, all the letter directed to the president
of the Security Council will be as a matter of fact will be circulated
to the Council members as well. So the Council members will be informed
about the views of all member states on many issues and no doubt that
letter as well. Thank you!
