
STATEMENT 20 June 2008 Let me join others in thanking the Secretary General for his briefing on his proposal and his report on UNMIK. We would also like to welcome and thank His Excellency Mr. Boris Tadic, President of the Republic of Serbia for his statement. We would also thank Mr. Fatmir Sedjiu for his statement. Mr. President, We have consistently underlined that the Council must always inform itself fully and build a common and shared understanding of how evolving development impacts on the work and policy of the interim administrator of Kosovo, namely UNMIK. We are aware that operational adjustments and fine-tuning in response to developments and changes on the ground are inevitable in any United Nations mission, including with respect to Kosovo. In case of the latter, these efforts have to be consistent with the operational framework established under resolution 1244 (1999). We appreciate, therefore, the extraordinary and thought through efforts of the Secretary-General to employ his good offices with the parties and key stakeholders to ascertain a status-neutral solution that would address the current challenge and manage the situation effectively on the ground. Indonesia is mindful of the importance of that the package of idea communicated by the SG on UNMIK's in moving the region to the direction of peace and security while ensuring the legacy and continuous role of the United Nations. Once again, a status-neutral reconfiguration. It is our conviction that regional organizations can provide meaningful and constructive contribution to address regional issues. This has been the case in Africa, America, and Asia. It applies equally to Europe. As elsewhere, however, synergy of efforts with the UN is key. For this reason, it is important to establish clear organizational linkage between the EU office and International Civilian Operation, with the Office of SRSG. The Council, in this regard, needs to keep abreast of the activities of EU and ICO on the ground through the regular briefing of the SRSG and written report of the Secretary General. The two entities have to work within the framework of 1244. Some concluding thoughts, Mr. President. Resolution 1244 remains in force. This, we wish to underline. Dialogue and negotiation remain essential to resolve the question of Final Status. This has been Indonesia’s position. And, it continues to be. The Security Council, collectively, must transmit a clear and unified message to all parties to continue to exercise restraint as well as exercise its leadership on the issue. We believe that the Secretary General should continue to engage all parties in the region to find a mutually acceptable solution, in line with Resolution 1244 Finally, Mr. President, we would like to conclude by thanking the relentless efforts of the Secretary General and his team as well as all personnel of UNMIK for their continued dedication in the pursuit of peace and security in line with SC Resolution 1244.
