The High-Level Segment of the 12th Session of
the Commission on Sustainable Development

Mr. Chairman,
At the outset, allow me to thank
the Secretary General for addressing the opening session of the High
level segment of the CSD. Let me also associate my delegation with
the statement of the distinguished Minister of Finance of Qatar on
behalf of the G-77 and China.
Mr. Chairman,
My delegation wishes to recall that
the CSD implementation cycle is designed to focus its work in facilitating
implementation of the internationally agreed plan of action on sustainable
development at all levels to achieve our common goals as set out in
the JPOI and the MDGs.
This review session and the attendance of ministers play a critical
role in maintaining the political momentum developed at the Johannesburg
Summit. The gracious presence of the Secretary-General at the opening
session demonstrated his strong political support to the process of
implementation which requires at this point concrete steps by the
UN system and its funds and programme. The UN Agencies should report
to the CSD 13 on their concerted actions to overcome constraints identified
in this session.
Keeping the political commitment alone is not enough without concrete
actions by all In this context, my delegation wishes to express our
deep concern about the fact that we are not Currently on track in
reaching the development goals and targets as adopted in the Millennium
Declaration and the JPOI. This situation, therefore, requires urgent
collective action at all levels if we are to achieve our primary objective
of promoting dignity well being of all and protecting the global environment.
My delegation also wishes to endorse the strong words delivered by
the Secretary-General and Mr. Sachs, both reiterating the views that
words should be translated into concrete actions and that such action
is urgently needed if we would like to achieve the MDGs and JPOI targets
and goals. As elaborated in my delegation's previous interventions,
I would like to stress that immediate actions have been undertaken
at the national level despite the constraints and challenges we are
confronting in terms of limited financial resources, human and institutional
capacities as well as the severe impacts of recent financial crises.
Mr. Chairman,
My delegation has listened with great interest to the presentations
of countries and all relevant stakeholders concerning concrete actions
they have been undertaking. Such enlightening and fruitful presentations
enable us to learn from each other and to exchange views on effective
ways and mean effectively implement the thematic issues of water,
sanitation and human settlement. Despite the emphasis by a number
of countries on financial resources, technology support and capacity
building, my delegation is concerned about the lack of elaborative
presentation in term of the implementation of international commitments
of the developed countries.
Creating an enabling international economic environment, implementation
of the ODA targets, greater market access for export products from
developing countries, promoting foreign direct investment and implementing
innovative financing, including the debt for development swap mechanism,
are crucial to our collective efforts to achieve our common goals.
Promoting governance at all levels is equally essential.
Finally, partnerships initiatives promoted through the WSSD process
should be further enhanced as an innovative tool. Partnership initiatives
should not be overemphasized nor should they relieve governments of
their primary obligations that should be supported by adequate financial
resources developed in accordance with the needs and priorities of
developing countries in the form of concrete activities on the field
so as to bring about measurable results.
